In some states the ethanol content is regulated by Vapor Pressure laws. Vehicles do not like starting in cold temps on full e85, so the gas companies knock down the ethanol content to promote better cold starts. If you live in a state that gets below freezing in the winter, then your ethanol content likely drops down to e52-e70 during the winter months.
